The Buller Memorial Committee was established at the Guildhall in Exeter on October 26th, 1901, in response to Redvers Buller's dismissal from the British Army. The Committee decided it would build a statue of Buller in Exeter in March 1902 and commissioned a design from the sculptor Adrian Jones the following year.
The Committee was made up of nine men: Albert Edward Dunn, Edwin Charles Perry, Thomas Linscott, J. A. Loram, T. Moulding, W. Wreford, E. J. Domville, C. J. Ross, and W. H. Steer. Dunn, Perry, and Linscott all variously served as Mayors of Exeter between 1900 and 1905, and Wreford was Deputy Mayor of Exeter in 1901.
Dunn chaired the Committee, Ross and Linscott were honorary secretaries, and Steer was the clerk to the committtee.
